I'm not an American,i want to study in US how can i get a scholarship to study in a college ?

Please tell me when the universities gives scholarship (in any month),nominate a univesity please?

For undergraduate level, you will not find many, if any scholarships available to you since the majority of them usually have the requirement that you must be a citizen or permanent resident to eligble to apply.

There are very limited funds available in the public school systems for undergrads and even less for international students since the majority of that funds goes to citizens and PR's.

Try outside organziations and search on the internet.
