  1. could be your water heater, the valves..most likely its not the faucet

  2. maybe it is the valve.

  3. i've seen this before.  debris has clogged the hot side of the faucet body of your moen.

you will need to "Back Flush" your faucet.

    1.  shut off the water heater's inlet valve.

    2.  open the nearest faucet "hot side".  <nothing will come out yet>.  make sure it is not a moen!

if all your fixtures throughout the house are all moen, then you will have to open the drain **** on the water heater itself and allow to drain.

    3.  be creative and block the faucet spout by unscrewing the aerator and either putting saran plastic over the aerator and s******g it back in, or???

    4.  then, turn the faucet on with the handle position IN THE MIDDLE!  the cold water will flow from the cold side through the faucet, through the cartridge and down the hot water side.  from there it will exit through the closest fixture "hot side" that you opened.  hopefully the clogged debris will flush through.

you will notice ample cold water coming out of the "other fixture's" spout "IF" you successuflly clear the problem.

  4. Turn the water off and remove the supply line from the shut off valve.  Remove the cartridge and try to insert something like a coat hanger thru the line to remove the debris.  it's probably a piece of the rubber washer from your shut off valve.
