No passport needed for the US Virgin Islands if you are a US citizen.

If you want to apply for a passport and it's your first passport, you must apply in person. You can get forms at your local post office or on line.

If you are a US citizen, you do not need a passport to go to the US virgin Island, its considered a part of the US.  BUT, if you plan to go to any other island while down that you you will need a passport.
