I have plenty of cash and experience to open a bar here in Memphis. The bars and restaurant I've managed, the corporate office always pulled the proper license. Does anyone have any advice on how to pull the food, beer and liquor licenses along with the cost of these licenses and how long it generally takes?

From what I hear TN is not as many hassles as other states to get a liq lic.  Some states weeks, some months.  You have to find out what it is for your state and locale.

But you should also talk with other owners who can help walk you through the process. There are lots of forms and things to do before opening, you can get them free and network with other bar owners at the same place  I got the address for your ABC - http://www.NBLForum.com
