    You probably need a food safety certificate too.

It is next to impossible to find any clear information on the City of Ottawa site.  Seems there have been by-law changes in the last few years that allow side of the road sales in some areas, yet the regulations are supposed to be in place to protect public safety.  Couldn't find them though.  There is a 311 number to call that is city information services.  Based on what I found on their web site, I wish you good luck.  I am sure you will be told you can't do it without a permit, but where exactly that by-law is remains a mystery.
