I'm reclassinig to 68P as a single mom can I pcs with my daughter?

I will be attending 68P course at Fort Sam Houston in July of next year. Will I be able to move from Germany with my daughter to Fort Sam?

if the school is under 6 months long.. NO. you will need to leave her in someone else's care until you get PCS orders.

For TDY to a school? Probably not. Ask your first sergeant.

Year long tech schools are generally eligable for the family to accompany you, but single parents going to basic and tech must sign parenting rights to a family member or friend who will care for the child while they are gone.  I am guessing this may apply to you as well since you will be restricted in your ability to live off base at first and will have limited availability to parent.  You need to talk to your command or whomever is organizing the reclass...they will tell you exactly what can happen as far as your child.
