If the loans is thru a local credit union they can help you from step 1.....in california you can do a vehicle sale pending lien safisification......

call your bank.  You will have to do a 3 way transaction all at the bank.

You will need a lien waiver, from the lender upon payment of the loan. That goes with the application for title from the new owner, to the State MVD where you live.
