I'm traveling to Costa Rica next week. Can I bring coffee beans back to the states? Someone told me I can't!

Of course you can! As long as they are not raw,you can bring them back to the states.

Do you mean roasted, packaged coffee beans, or raw beans for planting? You can bring back the roasted, , packaged beans,  but  not the raw beans for planting.  I have taken plenty of bags of roasted beans back, and have friends who have too.  But agricultural products are usually prohibited because fo the possibility of plant diseases.
