I'm trying to create a new Yahoo email account. Why is [e-mail] not available?

And, obviously - it is not in use. I tried sending an email to it and Yahoo said the address does not exist.

Simple.............. it's already taken by another user. If it is really important to you try adding a number or letter (such as [e-mail]) or if orutz is your last name just put your first name initial in front (such as [e-mail]) otherwise just make another choice and move on
