Try park districts especially if she loves kids but my one piece of advice would be not to call the different potential employers for her. I work in Recreational Administration (summer camps, kids classes etc.) and am always very leary about hiring teenagers who parents contact me for any info or follow ups. Try to let her do it on her own.
