Anytime you have access to a pool table, cue balls, and a cue.  At pool halls, afternoon hours are usually pretty cheap.

as soon as you can learn to make a proper bridge , All you need is a good bridge as well as a solid stance and be able to develop a stroke that doesn't involve ripping a hole in the table felt (cloth) LOL .....

I dont know how old you are but there are plenty of ways to learn to play and places to go to play as well...

I would suggest that you check  to see if there are any Junior Leagues in your area such as the BCA (Billiards Congress of America ) the APA (American Poolplayers Association and TAP ( The Association for Pool ) !!

Dont worry that you may not be a good player yet because these leagues have handicap systems that make it equal and fair to all skill levels alike ..........

OR , You can just ask somebody to teach you the basics and start from there , There are plenty of old timers who would be happy to show you the ropes and plenty of teams who need inexperienced players believe it or not !

when you do find a table to and someone to practice with make sure to have fun and if someone tells you you need to gamble to learn be sure to tell them where to stick their cue !
