I've a bronze windlass with a clutch mechanism, which is not conical. Stamped on top is 'US', who made this?

The whole windlass is bronze, with a s/s shaft, fitted onto a German yacht. The stamping appears to be 'US'. I cannot separate the lower gypsy from the capstan flange below it, so cannot engage the gypsy when the motor runs. Does anyone know how this windlass should turn with the shaft?
