  1. first of all you cut his nails, then when he bites tap him on the nose slightly and point your finger at him

  2. When kittens get in trouble from their mothers for scratching, biting too hard while feeding, etc, the mother will scratch the kitten on the nose to express her displeasure, often while making a noise, and while looking the kitten in the eye.  As kittens grow into adults and begin to fight with other cats (if they are even in contact with them) they will use the same method.  You must therefore use the same mechanism when disciplining your cat -- use HIS language to be sure that he will understand.

Trim his nails, but when he bites or scratches, lightly scratch or tap him on the nose and loudly say NO while looking at him straight in the eye.  It doesn't matter that he's deaf - he may still be able to feel the reverberations from sound hitting furniture/walls/etc.

By doing this, you are following the same disciplinary measures he would have learned from his mother as an infant, or from other angry cats.

PS.  You MUST remain consistant if you want him to learn!
