I've been receiving NJ tax exempt certificates that have a NY address on them. Are they exempt in NY or NJ?

The tax exempt certificate is official from New Jersey, but the address in which they state their business on the certificate is located in New York. So, are they exempt from New York, New Jersey, or both?
