I've done a tremendous amount of work on my 1995 chrysler lebaron gtc and it will not stop a whining noise?

Question

I've had my power steering pump replaced and the alternator. One mechanic said it was the power steering pump and one said the alternator. What else could it be? The noise becomes more prevalent when i start the car and the RPM's rise and when i press the gas. All suggestions are appreciated. Thank you.

it might be the belt tensioner  is going out. (the small pulley)
