I've got a 7hp outboard engine its stuck in gear i cant pull start it any ideas?

Remove spark plugs

rotate engine and at the same time apply pressure to

gear selector to nuetral.

If you can't turn the engine over there's a good chance it's seized.  It should be disassembled and cleaned to minimize damage.  

However if you really need to try something else first, pull the plugs and fill the cylinders with penetrating oil.  Let it sit for at least a day and then try to turn it over.  

You should also check the lower shaft grease.  If I remember right you remove two screws then pump in one until it comes out clean in the other.  

If still no joy you have no choice but to open it up.
