I've just been fined by my football league for a late cancellation fee on a match we couldn't attend?

This is expected however they have added £8.40 VAT on top of this, the fine is double match fee which is charging our fee and the other teams fee (this was ok) but i'm not sure if they should be charging VAT on top of things that we normally pay just coz its called a fine? Any help would be great i don't wanna get ripped off by them!
