You must submit forms to DVLA asking for a new photo licence. Nothing else will do.

Yes it is perfectly legal. Lots of friends have paper licences, and a few of them REFUSE to have the Photo Card Licences.

No it is not legal to drive until you go to the dmv office.

old style licence is still legal. If changed due to name or address / passing test etc the new photo type will be issued. Eventually every one will have to change but that will be a long process and you will be informed when to apply.

Assumin you are in the UK you need to get your licence re-issued from the DVLA before it is legal to drive again.
