  2. I like Crank Brothers' Eggbeaters for off-road, and their Quattros for on-road.  You can clip in to either side (no need to fuss with flipping the pedal) and the Eggbeaters clear dirt and mud easily.  Added benefit, they never need adjustment.

    You should be able to find a decent MTB shoe that can be used with either road or MTB as long as the cleats are compatible.  Try your local bike shop for shoes because proper fit is essential.  I recently got a pair of mid-level Shmano shoes for under $100 at my LBS.
