  1. It depends on why you were denied. If nothing has changed for you then reapplying will result in another denial. You must address the reasons you were denied a student visa and then either rectify the matter or move on.

  2. Yes you can.

According to Citizenship and Immigration Canada, "If you believe that you have new information that was not previously considered or if you believe that circumstances have changed since the refusal, you may wish to submit a new application. This new application will normally be assessed by a different visa officer and all current information will be taken into consideration. If, however, there is no change in your situation, or no change in the purpose of your visit, it is unlikely that a new application will result in the issuance of a visa. The normal processing fees apply to all new applications."

  3. Of course, you can try to reapply, it won't hurt but do you know a reason why they denied you in the first place? Improve your case and ask for reconsideration.

  4. Why were you denied?  What has changed that would make a difference?  Is your admission to college/university still valid despite your visa denial?  If you were, for example, denied because you couldn't prove sufficient funds to pay for school, and now your parents have decided that with dad's recent promotion they can increase their support of you by $1000/month or some such, it might be worth reapplying.

For the most part, however, one denial is the end of the matter.  The denial is on your records, and another denial for another visa application becomes much more probable.
