No legitimate lottery works that way. If you didn't buy a ticket you didn't win and they won't notify you by e-mail either.

Also, these 'people' will most likely request for you to send a payment for taxes/fees by Western Union/Money Gram...don't do it!

Besides, international lotteries are illegal.
