Really depends on what you mean by "snows the most".  Obviously more snow falls on Russia just because of how big Russia is.

I can tell you where it's NOT:  Anywhere near the poles.  In fact, it hardly ever snows at the poles.  They are in a desert region.

I don't know. It snows a lot in Japan and Russia. Probably Iceland and greenland as well and Canada.

if you are looking for the country with the most amount of snow as a whole, it's Russia hands down. however, if it's and average you're looking for try switzerland, or any other country that is small and very high above sea level
