  1. There are a few ways of doing it.

If you are looking to move soon, I would recommend trying to get a job offer and temporary work permit.  In order for a temporary work permit to allow you to apply for permanent residency, you should be looking at provincial nominee programs.  Each province has its own criteria, a list of professions they feel they have a shortage of people in.  If you qualify, you need a job offer in that province, apply for a temporary work permit, move and start working and from then on with your employer apply to the provincial program to nominate you for permanent residency.  It's pretty fast, you can have the PR within a year. To see the programs of the different provinces, go to http://www.cic.gc.ca/english/immigrate/p...

Another option if you don't have much in the way of skills and experience, go as a live in caregiver, see http://www.cic.gc.ca/english/work/caregi...  The live in caregiver program will allow you to apply for PR after 2 years.

If you are high skilled and not in a hurry, you can apply as a federal skilled worker to get permanent residency, see http://www.cic.gc.ca/english/immigrate/s...  You would have to qualify under a points system and you will stay in your country and wait until your application has been processed.  The processing times for these applications can be seen at http://www.cic.gc.ca/english/information...  Depending on where you live, it can take 1 to 6 years to finalize these applications.

If you want to move to Quebec, you can also look into their immigration options at http://www.immigration-quebec.gouv.qc.ca... but if you want to live there, it would really help if you speak French.
