  1. You didn't mention any details about your router - make, model, etc. You'd get better help if you did.

Look at the underside of your router and find an IP address that looks something like 192.168.100.101. Type that into a browser like Internet Explorer. Log in (you can probably leave the password field blank). Look at the settings available. If your router has that feature, you can get it done

  2. Ummm, try downloading random c**p to prevent him for loading anything well. I would say its impossible, unless the router you have is a wireless one or a wired. If wired and its next to you yack out the Ethernet cable and walk away like nothing happened. If its wireless, then set up a password so he can't even get 1 kbp working. It will shut him down. If he knows the password then change it.

Is the router wireless or wired? As if does your brother connect to the router wireless or uses a cable that looks like a phone line and connects there. (Ethernet cable)

If its wireless then login your router for netgear its....

    www.routerlogin.com

    user: admin

    password:password

Then go to Attached Devices and look for your brothers IP address. After that then go to block services. Then press add. After that find out his port, then type is HTTP and enter his IP address. After that save it then you there will be 3 choices to select after you are done, look for Never, and click the bullet, and then save. (This only works for a wireless connect.) (Use this if someone uses your internet)

    Another way:

Set up a password, to prevent him or anyone else from getting on your router. (Much much better)

  3. I don't think you can do that with most routers.

See if your router has a QOS (quality of service) setting.  You can set yours to the highest setting and his to the lowest - then you'll get priority.
