I/O ports and Ps2 issues

Question

No joy, definately not a grounding issue. I fear it maybe something simple that I maybe overlooking as I am still relatively a novice when it comes to PC builds.

Can I ask ( it may sound silly to you but) when installing a new motherboard and processor does the required DDR have to be brand new/clear of residual memory in order for CPU to initiate?
