  1. It depends what store you ordered from online.  In almost no cases, stores won't ship without payment first.  However, some sellers will ship COD (Cash On Delivery).  Additionally, some sellers accept "Bill Me Later", which allows you to have an item now and pay for it later.


  2. No, the seller will expect full payment before they send you anything unless they say otherwise.
