    Among the most controversial issues related to the study of intelligence is the observation that intelligence measures such as IQ scores vary between populations. While there is little scholarly debate about the existence of some of these differences, the reasons remain highly controversial both within academia and in the public sphere.

    Also consider:

    Most people recognize that there are some people with fantastic memories, some with mathematical minds, some with musical genius, some with mechanical expertise, some with good vocabularies, some good at seeing analogies, some good at synthesizing, some at unifying, etc. Some people excel at more than one of these behaviors. It would be more accurate to speak of human intelligences than of intelligence. An IQ test, therefore, should be considered a measure of some kinds of intelligence, but not all. The most accurate claim one can make about an IQ test is that it measures IQ.

    3 -  Using cognitive ability scores in selection adversely affects some minority groups, because different groups have different mean scores on tests of cognitive ability.

    4 - The Wechsler and the Sanford-Binet are the most reliable and widely used IQ tests. They are accurate in determining IQ as defined for the purpose of IQ tests.

    IQ tests are calibrated in such a way as to yield a normal distribution, or "bell curve." Each IQ test, however, is designed and valid only for a certain IQ range. Because so few people score in the extreme ranges, IQ tests usually cannot accurately measure very low and very high IQs.

    From me:

    The third question pretty much defines the fourth, it isn't necessarily that an IQ test does determine your intelligence so much as it does in a specific region of thinking. Mostly logic and spatial reasoning. If accuracy lowers based on race, then there is a biological difference that makes these tests harder for minorites. This doesn't mean that they have less intelligence though. There was a study that you can look up where if the person taking the test was in it with a predetermined mood, say anger, it could sway teh results by up to 25% so there is your answer right there. If an external factor can alter the score other than bare bones intelligence then it isn't flawless and it only measures your intelligence based on three things, the type of material that it is presenting, the mood that you are in (judged by a control mood) so if someone is normal, not happy or angry that would be a good control group... and natural inclination towards a certain type of thinking possibly based on your ethnicity. All in all... no.
