The Air Force is known to have a lighter-than-air craft that fits this description.  It's not public, but as it's pretty slow, there are lots of sightings.

For you, it really is a UFO.  It's Unidentified.  It's in the air, and it's something.

I don’t think he needs to see a psychologist and there have been numerous reports of UFO sightings throughout the US. If you’re absolutely sure it was UFO contact this organization because UFO’s are real. They are part of paranormal phenomenon.
