  1. Clean the paneling with TSP. Fill in lines with paintable caulking or drywall mud. Caulk would be less messy since alot of dust comes from sanding joint compound. Take thinned out joint compound(pancake batter consistancy)and roll on with 3/8th inch roller. Let dry and lightly sand with 220 grit sandpaper.Rub the wall with an old t shirt to smooth out. Have your primer tinted to paint color-prime and then paint.

  2. The orange peel effect that your talking about can only be done by spraying a textured compound onto the walls with a paint sprayer. This should be done by a professional if you want the desired effect. Before you do anything be sure the paneling has no movement in it at all. The less flexing the better. If it is sound then your ready for the preparation work. Has the paneling been painted already? If its varnished you will have to start by sanding the walls down lightly. Then clean them. After your done. Coat the paneling with an oil based primer so that when you go to mud the seams, the mud will adhere to the paneling better. You will have to skim coat all the seems with drywall mud a couple of times with light sanding between coats until you get a smooth finish. Then when everything is done. You will be ready to spray the textured compound.
