Your question makes no sense, but it could be coincidence.

Humans can guess the time roughly within one hour of the actual time without looking at a clock, etc. We have an internal clock. It could be you just sense it is 11, so you look.

In the past 5 yrs someone pass over and this person is often around you at those time

Woah... weird. I ALWAYS seem to glance at the clock at 9:11.  Probably 6 days out of the week. I don't know what it means, but I find it weird. It's been happening to me know for almost 4 and a half years.
