I believe that people under 16 do not need ID.   You can take your permit just to be safe.  

Also, if you do not have ID, they will let you on after giving you "secondary" screening.

well to be a photo id, it needs to have a photo on it, does your permit have a picture of you on it? i know your birth certificate doesnt. if the answer is no, then youd have to take a trip down to the travel agency,post office, or tag agency,and get a photo id made. the tag agency will prolly be your easiest method since they can take your picture,and make a "passport" or state i.d card for ya in one stop. usually pretty cheap, id expect no more than 5 bucks
