You can have a paypal account when you are 15, so long as you have a bank account/card. Paypal is just a simple way of paying for things online, lots of websites accept it. However, if you're 15, you won't be able to use all of these websites just because you have a paypal account, as they have their own rules as well. For example: you need to be 18 to have an ebay account, but you can be any age to buy music on 7digital.com. If you were wanting to buy somthing off ebay, you could get your parents to buy it on your behalf (if they have an ebay account) and then you could pay using your paypal account.
