I am 16, and completely flat chested!?

Is this normal? I don't even fit a cup size yet! And i am 16. I have had buds for about 2-2.5 years now, and they hurt to touch all the time, but they don't grow? What's going on with me? I recently started my first period in June, could things change for me now? I am really embarrassed about it, and everyone makes fun of me about it.
