If you'd like to start babysitting, first take a cpr and first aid class.  Parents will feel more comfortable leaving their children with you if you have safety training.  Second, you can make flyers and give them to people in your neighborhood with kids.  You can leave them on doorsteps, but it's illegal to put in their mailbox.  The flyer should state your name, address, phone number and qualifications as well as experience and training.

I'd do the same with the dog watching/walking.

If you'd like to tutor someone, check out what's available at your school or local library.

Also, you're old enough to get a job at a store, food place or restaurant so you could fill out some applications there.  

Lastly, you could go door to door and tell people you're looking for "odd jobs" and if they have any you'd be happy to help!
