Guesses won't work here, you need Carnival's age requirement policy...so see site below. It states that guests under the age of 21 must be accompanied by a  parent, grandparent, or guardian over the age of 25 in the same room.  different cruise lines have different policies, so you could check the websites of other cruise lines.
