  1. What they'll probably issue is an ID card so that you can buy cigerette's and (when appropriate) alcohol.

  2. If you want to learn to drive, you have to have a permit.  If you want to take a driver test, you have to have a permit.  If you are 18, 20, 35, or 60, you still have to have a permit first.

    HOWEVER, it appears that you aren't placed in the Graduated Licence programme at age 20, unless there has been a change so recent it isn't in the AZ driver manual.
