It does not appear that you can get a visa at the airport....go to the following site and see what needs to be done.  Appears that you can apply online, but says foreign nationals need to obtain Uzbekistan visa support, in form of a Letter of Invitation (LOI), from a licensed travel agency in Uzbekistan.

    there is a link on this site to get the paperwork necessary to apply for Visa.
