Yes you do. But for less than 6 months a visa is only about $20 and it is widely available in airports and near border check points.

Paco is correct...it is what is usually called the "tourist card" and you get it on the plane or at the border. If you are flying , you need a passport.  If you are driving, you need a photo I.D. and birth certificate OR passport.
