Permanent resident of where? Do you have to cross an international border to get to Canada? If so, you need a visa. If you are already residing in Canada, you don't.

if you are a US permanent resident you do not need a visa but you will need written parental permission to cross the border if you are not traveling with them

persons lawfully admitted to the United States for permanent residence who are in possession of their alien registration card (Green card) or can provide other evidence of permanent residence;"

Just make sure you have proof of US permanent residence and your current passport. You will also need a notarized letter from your parents/guardians, giving you permission to cross the border into Canada and visit.
