  1. The rule is that the Passport you are holding will determine the type of entry you will be accorded to the receiving state.

Thus being a Filipino citizen (as you are a Philippine Passport holder), you are not visa-exempt entering any Shengen territory. Only US Passport holders (and all other passports allowed) can enter Italy visa-exempt.

Your SOFA stamp only allows you to stay in Germany because the Forces Agreement is not between EU-US but Germany-USA.

However, with you having SOFA, your application to a Shengen visa will be more easy. The presumption to migrate into any Shengen territory will almost disappear because of the SOFA stamp.

You need to apply for visa. Except, by any "recent" EU rules, that aliens holding SOFA stamps shall be valid as entry-visa among Shengen/EU States...better contact the Italian Embassy or Consulate nearest you.

  2. trciky question: Theoretecally you are only allowed to travel azzle free in countries where US troops are stationed. - As far as I know there isn't anything big in Italy. BUT Schengen countries have open door policy, there are no border controls so I wouldn't  worry at all. But if you wanna be on the safe side contact the Italian Embassy in Berlin
