I am a Russian, here 3 months. What is the best way for me to learn how to speak and write English ?

How about books on tape?  Try to find a copy of Borat reading The Cat In The Hat. I bet that would be a fun way to learn.  Haha I am just kidding but only because I noticed English is sometimes heard and seen spoken and written more eloquently in many places outside the U.S. but then I forget English was not the original mother tongue of this continent.

speak - meet people. find other russians who live in the area via the internet or cultural organizations.

write - keep a journal, and write in english.

for listening comprehension you can watch movies with the subtitles on.

Well personally I suggest you listen to other people speak English and but a translation book. I guess if you can write a question like this you'd be fine off hearing.

i would say get out there and interact with people; just talk with them get a tutor.. i'm not too sure.
