I am a US Permanent resident card and I have Permesso di Soggiorno(italy) what type of visa do I need to Work in UK?

It depends what citizenship you hold. What country are you a citizen of?  If you are a citizen of Switzerland, Iceland, Norway, Liechtenstein or the EU, you don't need a visa. If you are not, you will need a work permit, working holiday visa, indefinite leave to remain or something similar.

The UK is starting a points based immigration scheme. This means that people who work in industries that the UK needs (such as doctors), people with a university/college degree, people who speak fluent english and younger people will gain more points than other people, and therefore find it easier to migrate to the UK.

You will need a visa to work in the UK (i.e. your italian permanent residency is not transferrable within the EU
