I am a US citizen and need to obtain a Seaman's Book for cruiseline travel to Russia. How do I do this?

If all you're going as a passenger, all you need is a regular Russian visa.  And most cruise lines do this for you automatically.

If you need Seaman's Papers (as they're called in the U.S.), those are issued by the Coast Guard.  But you need to have completed formal training first.  If you  have, just ask at your school.
