What difference does it make what your citizenship is?  It may have some bearing on him being able to obtain a non-immigrant US visa though.  But as far as asking - I guess you can phone or email him if he's able to receive such communication where he's at, or write a letter.

Tourist visas to the US are not done via formal invitations as they are with some other countries. Your brother just has to apply for a tourist visa with the US Embassy or Consulate in his home country.

You gotta get one of those immigrant calling cards. Then you call him and invite him over what is called a "telephone."

My thinking here is that your brother is Iranian, correct?

I'm not sure if you are allowed free travel from Iran to the US. I'd ask the consulate for assistance.
