instead of asking this question on this site why not try asking the Italians in the Italian consulate who deal with information regarding visa requirements for Italy- this is commonly known as "from the horses mouth" and at the end of the day you probably will need to visit this Italian consulate to process the visa anyway (make one trip and make it count) phone 181- etisalat and ask for the number and location for the Italian consulate in Dubai or Abu Dhabi
