  1. No, a passport is fine depending on the length and purpose of your stay.

Residence permission does not convey rights of citizenship when it comes to travel.  If you have US passport, then you can enter the Republic of Ireland for 90 days as a tourist, under the visa waiver programme.  (Visa waiver means the stamp you get in your passport when entering Ireland acts as your "visa").  If you mean Northern Ireland, then US passport holders receive 180 days to play tourist in UK under the visa waiver programme.  What's your citizenship/passport country?
