We have regional rugby in Wales, so the Ospreys have lots of feeder clubs, eg Swansea and Neath that players tend to be drawn from.  I don't know how old you are, but your best bet would probably be to talk to your coach or someone at a local club - look at the links on the WRU site: http://www.wru.co.uk/214_136.php.  If you're as good as you think, someone will probably agree and sign you up!
