  1. Sure, you can be an international college student in Germany. Check out this site, "GoAbroad.com" on their Study Abroad-Germany page, there are tons of programs. Some of them will let you enter as a freshman, just contact each individual program with the questions you have for them.

  2. I am going to answer this question assuming you want to do this in college.

    First, start planning right away and go through a U.S. university.

    It is never too soon to start because it can get very hard managing your schedule and all the prerequisites needed to graduate on time. I highly suggest you talk to the study abroad department of the university you will be going to and go through them. That way you will get college credit.

    There are a lot of different study abroad programs that go to Germany so you shouldn't have too hard of a time finding one. Again, you want to get college credit for it otherwise you might as well just travel there.
