Try Brazil.  The first time I went there was during the first two weeks of December in 2002.  That was the beginning of their summer down there and it was gorgeous down there.  The ocean water was like bath water; you could walk right in and be comfortable unlike the ocean water up in New England (where I live). The sand was nice white colored. When my two weeks were up, I hated having to leave and come back to a blizzard in New England....
