Find friends that don't speak your native language so you are forced to try to speak english. Being around the language and actively trying to speak it is the best way to learn. Other than that, watch tv, listen to music, read books, and anything else you can think of in english.

English is my second language as well.

I learned really fast by reading the newspaper and translating only the difficult words, as well as reading english books.

Also i listened to the radio as much as possible to learn the pronunciation of common words better.  

Carry a small dictionary with you so you can look up words that are unfamiliar to you when you are on the go.
